The order matters as much as the steps themselves: several studies can only be filed once the one before it is in hand, and two of the seven apply only to lots inside the federal coastal zone.

Most residential permits clear in 3 to 6 months. Coastal lots requiring federal review run longer — we sequence around that from the first site visit.

Land use analysis

Before you buy, we review the deed and location against local zoning to confirm what can legally be built there. Not a certificate — a decision-making tool that prevents expensive surprises later.

Topographic survey & soil mechanics study

The survey maps contours, boundaries, infrastructure, and Z.F.M.T. strips in UTM WGS 84. The soil study runs standard penetration testing to determine how the ground behaves structurally — both required for permitting and for financing.

Federal Zone (ZFMT) registration

Properties near the ocean — most of Puerto Vallarta and Riviera Nayarit, especially Punta Mita, Bucerías, and La Cruz — require registration within the federal maritime-terrestrial zone before environmental review can proceed.

Environmental Impact Manifestation (MIA)

The most complex step for coastal properties, and the one most likely to define your overall timeline. Filing requires the Urban Compatibility Certificate, land use license, and a water & sewage feasibility letter already in hand.

Building permit (Licencia de Construcción)

Architectural plans, structural calculations, environmental approvals, and technical studies are reviewed together. Once issued, this is your authorization to break ground.

How long does permitting take in Puerto Vallarta and Riviera Nayarit?

Most residential permits take 3 to 6 months from the first filing to the building permit. Coastal lots that require ZFMT registration and a full Environmental Impact Manifestation can take longer, since the MIA alone can run 3 to 8 months with SEMARNAT. We sequence your design schedule around the real timeline, not an optimistic one.

Do foreigners need special permits to build in Mexico?

No — foreigners don't need permits beyond what Mexican nationals require. If your property is in the restricted coastal zone, ownership is typically held through a fideicomiso, a bank trust. Once that's in place, the permitting process is identical.

Can you manage this if I'm not in Mexico?
